🏛️ About the Division:

The Academic Promotions Affairs Division at the University of Basra for Oil and Gas is responsible for organizing and coordinating the work of the Central Academic Promotions Committee, the official body entrusted with reviewing and evaluating academic promotion applications submitted by faculty members. The Division ensures that all promotion procedures are carried out in full compliance with the regulations and instructions issued by the Ministry of Higher Education and Scientific Research, as well as the University's applicable policies and guidelines.

The Division is also responsible for verifying that applicants satisfy all academic and administrative requirements for promotion, including academic qualifications, the quality and quantity of research publications, academic activity credits, and the quality standards of scholarly publishing. These procedures are implemented in accordance with the official Academic Promotion Instructions, particularly Instruction No. (167) of 2017, the circulars issued by the Department of Research and Development, and the amendments and regulations that came into effect on 28 January 2018.

In addition, the Division organizes the agendas of the Central Academic Promotions Committee meetings related to promotion cases and other relevant matters, maintains and archives all promotion records, prepares statistical reports on faculty members holding academic titles, and prepares payment schedules for the remuneration of academic reviewers involved in promotions to the rank of Professor. The Division also receives official correspondence and ministerial circulars, presents them to the Central Academic Promotions Committee, and follows up on the implementation of the resulting decisions and procedures.


🎯 Responsibilities of the Academic Promotions Affairs Division


  1. Receive academic promotion applications submitted by faculty members and applicants from outside the University, present them to the Central Academic Promotions Committee, and maintain them in both approved paper and electronic records.
  2. Review the procedures for processing academic promotion applications, verify the accuracy of recommendations, and ensure that all administrative and regulatory requirements have been fulfilled.
  3. Contribute to the preparation and completion of decisions related to academic promotions in accordance with the applicable regulations and instructions.
  4. Perform all duties and responsibilities assigned to the Division within its scope of authority.
  5. Follow up on academic promotion procedures in accordance with the approved regulations and governing instructions.
  6. Prepare approval forms for academic titles and issue the related University Orders.
  7. Manage the financial procedures related to the remuneration of academic reviewers and process their payments both within Iraq and abroad.
  8. Follow up on administrative correspondence and recommendations exchanged between the Central Academic Promotions Committee, the colleges, and other University formations, and take the necessary actions accordingly.
  9. Archive all academic promotion files and official correspondence, and prepare and maintain the forms, records, and minutes related to the awarding of academic titles.


Responsibilities of the Scientific Promotions Division


  1. Conduct the initial administrative review of academic promotion applications submitted by the colleges through the Electronic Academic Promotion System.
  2. Review research publications, publishing journals, and applicants' general and specialized fields of expertise to ensure compliance with the applicable academic promotion regulations and requirements.
  3. Evaluate applicants' academic activities and community service contributions as part of the promotion assessment process.
  4. Nominate qualified academic reviewers from within Iraq and abroad to evaluate the research submitted by applicants seeking promotion to the rank of Professor.
  5. Monitor the work of the Academic Promotion Subcommittees in the colleges, address administrative challenges, and coordinate with the relevant entities to ensure the completion of all required procedures.
  6. Issue the official University Promotion Orders upon completion of all procedures and approval by the Central Academic Promotions Committee, or return incomplete applications to the relevant college for further action.
  7. Verify the accreditation status of scientific journals and determine whether they are recognized peer-reviewed journals or predatory journals that are not recognized by the competent authorities.
