Scientific Affairs Division
🏛️ Department Introduction & Brief:
- The Scientific Affairs Division is one of the key administrative divisions within the University Presidency and operates under the Office of the Assistant President for Scientific Affairs at the University of Basra for Oil and Gas. The Division is responsible for coordinating scientific and research activities, organizing academic events, and documenting the University's achievements in academic and research fields. Its work contributes directly to enhancing the quality of scientific performance across the University and strengthening cooperation with the community and scientific institutions.
- The Division's responsibilities include monitoring the University's scientific output, including research activities and scholarly publications, while promoting collaborative research at both the national and international levels to advance the quality of scientific research. It also coordinates and oversees scientific activities such as conferences, seminars, workshops, and symposiums, in addition to supporting patents, academic publications, and other scholarly achievements. Through these efforts, the Division encourages researchers to pursue excellence, innovation, and distinguished intellectual and scientific contributions.
🎯 Objectives
1. Establishment of Academic Departments and Branches
Objective: To keep pace with scientific and academic developments by establishing new academic departments and branches within the University's colleges in line with emerging trends and the needs of various disciplines.
Scope: Applies to all colleges of the University.
Procedure: The University's colleges submit proposals to establish new academic departments or branches, accompanied by a comprehensive feasibility study that includes objectives, economic feasibility, academic curricula, teaching staff, and the required human and material resources. The proposals are then referred to the University Establishment Committee for review to ensure compliance with the applicable regulations and requirements. Following the Committee's recommendation and approval by the University President and the University Council, the proposals are forwarded to the Ministry of Higher Education and Scientific Research for final approval. Once approved by the Minister, the proposal is referred to the Department of Studies, Planning, and Follow-up to issue the official University Order.
2. Honoring Researchers
Objective: To encourage and motivate researchers by providing moral and institutional recognition, thereby promoting scientific excellence and enhancing the University's position in international rankings.
Scope: Applies to all University faculty members, postgraduate students, and researchers.
Procedure: The University has adopted an approved mechanism for recognizing distinguished researchers, which is circulated to all colleges, institutes, and centers. Nomination requests, including researchers, reviewers, and evaluators, are submitted together with a dedicated recognition form prepared by the Scientific Affairs Division. The submitted applications are reviewed to ensure compliance with the approved criteria. Eligible candidates are awarded official letters of appreciation, and their information is recorded in the University's recognition database.
3. Annual Plan for Conferences, Seminars, and Workshops
Objective: To address scientific, social, political, and economic issues that serve the public interest and contribute to solving challenges facing Iraqi society through specialized academic discussions and recommendations.
Scope: Applies to all University colleges, institutes, and research centers.
Procedure: Each year, between April and June, the Scientific Affairs Division requests the annual plan of conferences, seminars, and workshops to be organized during the following academic year. The proposed activities must be submitted no later than 1 September, after being entered into the Nadwati electronic platform of the Ministry of Higher Education and Scientific Research. The submitted plans are reviewed, verified, and consolidated before being presented to the University President for approval. Scientific conferences are additionally submitted to the University Council for endorsement before being forwarded to the Ministry. The Division also follows up on the implementation of approved activities, processes requests for postponement or cancellation, and circulates official announcements to Iraqi universities to encourage participation.
4. Study Leave Plan
Objective: To identify the University's needs for postgraduate specializations in accordance with its organizational structure and workforce requirements.
Scope: Applies to all faculty members and employees wishing to pursue postgraduate studies.
Procedure: An official circular is distributed annually requesting all University formations to identify their required academic specializations. The proposed disciplines—including Higher Diploma, Higher Diploma Equivalent to a Master's Degree, Master's Degree, Higher Diploma Equivalent to a Doctorate, Doctoral Degree (Ph.D.), and Board Programs—are reviewed by the Scientific Affairs Division based on the University's actual needs. The final plan is then submitted to the University Council for approval in accordance with the authorities granted by the Ministry.
5. Monthly Government Program Achievement Report
Objective: To prepare monthly reports on the University's activities according to specific performance indicators and submit them to the Ministry of Higher Education and Scientific Research to evaluate institutional performance and identify strengths and areas for improvement.
Scope: Covers all activities carried out by the University's colleges, institutes, centers, and administrative units.
Procedure: All University formations submit the electronic Monthly Government Program Achievement Form via official email after completing the required information. The Scientific Affairs Division reviews, verifies, and consolidates all submitted reports into a unified institutional report, which is then submitted to the Ministry of Higher Education and Scientific Research.
