🏛️ Overview of the Division:


The Scientific Affairs Division is a vital and active division within the university administration. It reports to the Office of the Vice President for Scientific Affairs at the University of Basrah for Oil and Gas and works to coordinate scientific and research activities, organize scientific events, and document the university's achievements in academic fields. The division's work directly contributes to raising the level of scientific performance within the university and strengthening its ties with the community and scientific institutions.


The role of the Scientific Affairs Division generally includes monitoring the university's scientific output, encompassing research and scientific publications, encouraging joint internal research and international collaboration to develop the level of national research and scientific activities (conferences, seminars, and workshops), patents, publications, and everything related to developing and motivating researchers to produce outstanding intellectual work.


🎯 Division Tasks


1. Establishing New Departments and Branches

Objective: To keep pace with modern developments by establishing new branches and departments within the colleges, in line with the latest scientific advancements in various disciplines. Scope of Work: Includes all colleges of the university.


Procedure: University departments submit requests for new establishment, including a detailed study outlining the objectives, economic feasibility, curriculum, teaching staff, and other material and human resource requirements. The proposals and requests are then referred to the Establishment Committee at the University Presidency for review to ensure compliance with the establishment criteria and regulations. The Establishment Committee submits its opinion on the matter in its minutes to the University President for approval and presentation to the University Council. Upon approval, the proposal is forwarded to the Ministry for final approval. After the Ministry (His Excellency the Minister) approves the establishment, it is referred to the Studies, Planning, and Follow-up Department to issue the official university order for the establishment.


2. Honoring Researchers


Objective: To encourage and motivate researchers by providing them with financial support. And to enhance scientific research and elevate the university's standing in global rankings.


Scope of Work: This includes all university faculty members, graduate students, and researchers. Methodology: A university-approved recognition mechanism has been circulated to all departments for implementation. Applications are submitted by the college/institute/center, including published and resident researchers, along with a special recognition form prepared by the Scientific Affairs Department. This form contains the information required for issuing a letter of appreciation. The application is submitted via the electronic link (click here). The Scientific Affairs Department reviews the application to ensure compliance with the approved recognition mechanism. Letters of appreciation are issued according to established procedures. The researcher's information is then entered into the recognition database.


3. Conferences, Seminars, and Workshops Plan


Objective: To address scientific, social, political, and economic phenomena in a way that serves the public interest of the country. This plan considers the problems of Iraqi society from a specialized scientific perspective and aims to produce recommendations that contribute to solving these problems.


Scope of Work:


[Circle of Work] Work (Scope): - Includes all university departments, colleges, institutes, and centers.


Work Method: - The central plan requests annually, between April and June, from university departments, outlining the activities planned for the following year, such as conferences, seminars, and workshops. These are to be submitted no later than September 1st, after the departments' representatives upload their data to the Ministry of Higher Education and Scientific Research's "My Seminars" platform. The department then reviews the plan against the uploaded data, consolidates the activities, and submits them to the university president for approval. Following approval, the plan is forwarded to the Ministry (except for scientific conferences, which are presented to the university council for inclusion before being submitted to the ministry). After university council approval, the plan is uploaded to the Ministry's "My Seminars" platform. The department monitors the implementation of these activities and grants approvals for postponement or cancellation. It also circulates information about these activities to Iraqi universities, as requested by the departments, to encourage their participation.


4. Study Leave Plan

Objective: - To determine the university's needs for postgraduate academic specializations, in accordance with... With the University's Organizational Structure and Job Descriptions


Scope of Work: This includes all employees and faculty members wishing to pursue postgraduate studies.


Procedure: An official letter is circulated to all university departments requesting the required specializations. These specializations (including Higher Diploma, Higher Diploma equivalent to a Master's degree, Master's degree, Higher Diploma equivalent to a PhD, PhD, and Board certification) are reviewed by the Scientific Affairs Division to ensure they meet the actual needs of the university. The plan is then presented to the University Council for approval, based on the powers granted to it by the Ministry.


5. Monthly Completion of the Government Program


Objective: To prepare monthly reports on university activities according to specific and defined criteria and submit these reports to the Ministry to identify strengths and weaknesses in the performance of our departments.


Scope of Work: This includes the activities of university departments according to specific and defined criteria.


Procedure: The electronic form for the monthly completion of the government program is submitted by our university departments via email after being filled out with details of each department's activities. Our department reviews and standardizes the electronic forms according to a unified electronic form for the University of Baghdad, which is then submitted to the Ministry.
