🏛️ General Overview of the Department:
The Scholarships and Cultural Relations Department at academic institutions is responsible for organizing the affairs of academics who wish to complete their studies or participate in activities outside Iraq, including (scholarships, grants, study leaves, scholarships, and self-funded programs).
Preparation and Drafting of Memoranda of Understanding: This unit is responsible for drafting agreements between our university and foreign universities. These agreements are not merely documents but include clauses such as:
- Joint Scientific Research: Providing an opportunity for professors from two different universities to work on a single research project.
- Curriculum Exchange: Reviewing international curricula to develop local curricula.
The Erasmus Unit is considered one of the most important and effective modern units within the Scholarships and Cultural Relations Division. It is responsible for managing exchange programs funded by the European Union and serves as the university's diplomatic and academic arm. It is responsible for organizing and expanding scientific and cultural cooperation between the university and the external environment, both locally and internationally. The Scholarships Division is the administrative and technical unit that connects universities with scientific and educational institutions and organizations. Its primary aim is to transfer knowledge and develop academic and research skills through engagement with reputable universities and to ensure the university's representation in international forums. Academic Twinning Agreements: A twinning agreement is a formal partnership between an academic department at a local university and a corresponding department at a prestigious international university.
🎯 Division Tasks
The tasks of the Scholarships and Cultural Relations Division can be summarized as being the primary driver of the university's cooperation with the outside world. These tasks are distributed across several administrative, academic, and organizational axes:
1- The Unit for Students Abroad: This unit is responsible for managing study affairs abroad (scholarships, grants, etc.) Study Leaves, Scholarships, and Private Funding
A- Nomination and Selection: Announcing available study places (Master's, PhD) and reviewing applications from faculty and staff.
B- Administrative Review: Ensuring applicants meet legal requirements (age, years of service, specialization, and the program's requirements).
C- Issuing University Orders: Organizing orders for scholarships or study leave after obtaining ministerial approvals.
D- Student Follow-up: Communicating with cultural attachés to monitor the academic progress of scholarship students and processing requests for extensions, changes of supervisor, or university transfers.
E- Return Procedures: Receiving applications from graduates upon their return and facilitating the evaluation and equivalency of their degrees.
2- Cultural Relations Unit: Establishing and Implementing International Agreements:
A- Memoranda of Understanding: Drafting and reviewing cooperation agreements with reputable universities, including faculty exchanges, joint research, and curriculum development.
B- Academic Twinning: Working on twinning programs that allow students to study part of their specialization at a foreign university and obtain a joint or recognized degree. Internationally.
The Joint Examination (sometimes known as the Unified Competitive Examination or Assessment Examination) is a testing system administered to students in a specific field of study at a group of universities simultaneously, using standardized questions.
In an academic context, ministries of higher education often adopt this type of examination to achieve several organizational and academic objectives:

• Measuring Academic Rigor: Ensuring that the level of education and curriculum in public and private universities is comparable and meets the required standards.
C. Coordination and Cultural Representation:
Official Delegations: Processing travel arrangements for university delegations to participate in international conferences, seminars, and workshops. Representing the university before international organizations and academic associations. Receiving delegations. Organizing visits by foreign academics and researchers to the university and facilitating their residency and work procedures.
3. The European Union (Erasmus) Projects Unit: This is the most powerful driving force within the Scholarships Division for cooperation with the European Union. It differs from traditional units in that it focuses on "competitive projects and grants."
A. Managing academic exchange grants and faculty exchanges. Coordinating faculty travel for lecturing or training. At European universities for a period typically ranging from one to two weeks.
B- Capacity Building Projects: This unit coordinates major projects funded by the European Union for the development of the university. The project (S.O.L.A.R. - Sustainable On-Campus Learning using Alternative Resources) was proposed in partnership with the Southern Technical University and three European universities. Agreement was reached on adopting this project in the near future after the completion of preparations. The S.O.L.A.R. project aims to transform the university campus into a sustainable learning environment by integrating alternative energy sources (especially solar energy) into the infrastructure and the educational process. The project is not limited to providing energy but extends to serving as a "living laboratory."
4- Study in Iraq Unit: This initiative was launched to attract international students (Arab and foreign) to study at Iraqi universities, whether at the undergraduate (Bachelor's) or postgraduate (Master's and PhD) level. The goal is to restore Iraq's role as an educational hub in the region and raise the global ranking of its universities. The unit's role within the university is to act as a liaison between the university and international students.
