About the Division

The Contracts Division is one of the main administrative and technical units in the university, directly linked administratively to the office of the President of the University, ensuring direct supervision over all contractual procedures. The division undertakes the preparation, organization, and management of contracts concluded by the university with various entities, including supply, service, and contracting agreements, in accordance with applicable laws, instructions, and regulations.

The division also undertakes the legal review and drafting of contracts to ensure their legal soundness, protect the university's rights, and mitigate contractual risks. The division contributes to promoting the principles of transparency, integrity, and good governance in contracting procedures, ensuring the proper management of public funds and compliance with relevant legislation and instructions.

Division Tasks
  • Preparing and organizing contracts concluded by the university, including supply, service, and contracting agreements, in accordance with applicable laws and instructions.
  • Legally reviewing and drafting contracts to ensure the protection of the university's rights and safeguarding its interests.
  • Organizing and managing contracting procedures, including preparing tender documents and their advertisements.
  • Following up on the work of bid opening and analysis committees, and ensuring the soundness of procedures and their compliance with approved regulations.
  • Auditing bids submitted by companies and verifying their fulfillment of legal and technical conditions.
  • Preparing drafts of referral orders and submitting them to the competent authorities to complete approval procedures.
  • Storing and archiving contracts and all related documents and records according to approved organizational methods.
  • Monitoring contract implementation and verifying contractors' compliance with agreed-upon terms, specifications, and timetables.
  • Monitoring cases of contract breaches or delays in execution, and taking necessary legal and administrative actions regarding them.
  • Providing legal opinion and advice on all contractual matters concerning the university.
  • Coordinating with legal, financial, and technical departments and relevant entities to ensure the soundness of contractual procedures.
  • Preparing periodic reports on the division's activities and submitting them to the President of the University, including performance indicators and contract execution follow-up.
